The Ministry of Education and Training drew conclusion for the national high school exam 2017

Organizing the exam in local areas: each province/city organizes an exam in its area which is in charge by the Department of Education and Training. The exam is opened for all local candidates; the exam venues are arranged at the most convenience for the candidates; free candidates can choose any exam venue at their most convenience.

 

The exam includes 5 subjects: mathematics, literature, foreign language, natural sciences (a set of physics, chemistry, biology) and social sciences (a set of history, geography, civic education).

Conditions of consideration to graduate high school:

- Candidates from high schools have to take 4 tests including: 3 compulsory tests of mathematics, literature, foreign language and 1 optional test of natural science or social science. Candidates can choose any language among English, Russian, French, Chinese, German, Japan for the foreign language test. They can take part in the 5 tests and use those results to apply to college or university.

- Candidates from Continuing Educational Centers have to take 3 tests including: 2 compulsory tests of mathematics, literature and 1 optional test of natural sciences (a set of physics, chemistry, biology) or social sciences (a set of history, geography). The candidates can choose whether to take the foreign language test to get that result applying to college or university.

The exam form

 - Mathematics, foreign language, natural sciences, social sciences are tested by answering multiple choice questions; each candidate will be given a different test code; they will do the test on multiple choice answer sheets; the sheets will be marked by a computer software.

- Literature is tested by writing essays.

Other forms of recruitment for colleges and universities

Recruiting based on the results of the national high school exam

The universities will publish the set of subjects in the national high school exam that they will apply to consider if a student is qualified enough to enter their school, the number of students that they can recruit for each major. At least 25% of the assigned recruited number is reserved for traditional sets of subjects (A, A1, B, C, D). The publish will be done before the candidates enroll to the high school exam.

After the exam results are published, candidates can apply for as many schools as they wish and the chosen universities are put in order of priority.

The Ministry of Education and Training uses a recruitment software to filter the list of qualified candidates. The recruitment process can be done more than one time as long as it is within the assigned period of time and satisfies the universities requirement.

Recruiting the first round based on the national high school exam results or the high school study result in combination with organizing exams for special talents.

If universities use the national high school exam result to recruit students, they can organize talents exams in order to eliminate the negative situation of focused teaching for university entrance exam, save energy and cut cost for candidates. They have to publish the sample tests, marking criteria of the recruitment and talented tests.

Recruiting based on the high school study results

Universities announce the conditions of applying to their schools based on high school study results. Candidates will apply to their target universities following instructions in the announced independent recruitment document.

Combining different recruitment methods

Universities can choose one or combine different methods as mentioned above, publish their recruitment criteria of each method they apply.

Transfer more than 500 colleges and vocational training schools to the Ministry of Labor, War Invalids and Social Welfare

In the afternoon 9th November 2016, the Ministry of Education & Training and the Ministry of Labor, War Invalids and Social Welfare proceeded the meeting of transferring  the national management duty on education and vocational training. The Ministry of Education and Training handed over its national function of managing colleges, vocational schools (excluding pedagogy schools and teachers training schools); its national function of managing colleges, vocational training in universities and other educational institutions (excluding teachers training schools); national management documents of professional education; projects of professional education; the tasks of building, conducting professional educational projects issued by the Prime Minister (Index IV); staff of the Department of Professional Education managed by the Ministry of Education and Training who wish to work for General Department of Job Training in the Ministry of Labor, War Invalids and Social Welfare.

The two ministries will sign the hand over record by the 31st December 2016. From the 1st January 2017, the Ministry of Labor, War Invalids and Social Welfare will be in charge of the national management in professional education (exclude pedagogy and teacher training schools).
